Wiltshire Council has granted planning permission for an independent artisan coffee shop to operate alongside the existing cobbler’s workshop at 16 High Street in Downton.

The decision, made on Wednesday 7 October, covers a partial change of use at the property. Part of the ground floor will become a cafe serving hot and cold drinks, cakes and light refreshments, with seating for about 22 customers and up to three staff. Most food will be prepared off-site, with only limited reheating on the premises. The established cobbler’s workshop will remain in the building.

The scheme also includes changes to the residential accommodation upstairs, creating a three-bedroom home, and a timber pergola at the rear to provide two covered parking spaces and a private garden area.

The property sits in the Downton Conservation Area, next to a Grade II listed building. The council’s conservation officer raised no objection and welcomed proposals to retain and repair the traditional sash windows where possible. Highways officers concluded that the cafe’s modest scale would not have a severe effect on parking or highway safety.

Downton Parish Council supported the application. Of the two public representations received, one backed the applicants’ “enterprising attitude”, while the other raised concerns about parking pressure. Planning officers recommended approval, stating that the proposal would retain and enhance the mixed-use function of the site through the continued operation of the established cobbler’s workshop alongside the modest cafe use.

They said it would support local economic activity, contribute to the vitality and viability of Downton village centre, and secure the continued occupation and maintenance of the building.

The cafe may open from 8am to 4pm Monday to Friday and from 9am to 2pm on Saturdays. It will not be permitted to open on Sundays or bank holidays without further planning consent.

The workshop at the address is Trimworks2000, a specialist shoe and boot repair business and authorised Red Wing repair centre. It focuses on Goodyear welted and Blake-stitched footwear, full restorations, custom builds, equestrian riding boot repairs including zip replacements, and sharpening services for clipper blades, knives and scissors.

The business also produces handmade leather goods and offers postal repair services alongside drop-off at the High Street premises.

The application, reference PL/2026/04804, was validated by the council in late August. No opening date for the cafe has been confirmed. Details of the approval were reported by the Salisbury Journal.
